Local No. 428 has been a chartered labor organization in the state of Arizona since 1936. For over seventy years, we have been proud to provide a stable, well qualified labor force to our employers in the operation of all types and sizes of heavy equipment.
The union represents diverse groups of employees in both the public and private sectors. The majority of Local 428 Operating Engineers work in private construction as heavy equipment operators.
The Local 428 headquarters, located in Phoenix, Arizona, has a staff of professionals devoted to providing its members with quality representation in the areas of contract negotiations, grievance handling and arbitration, pension and trust fund management, financial services and political action.

This local Union also takes pride in the fact we initiated the first Operating Engineers Apprenticeship Training Program in the United State. Our graduates are disciplined, well-trained mechanics and heavy equipment operators.
